Victoria Harbour Wastewater Treatment Plant Capacity Upgrade
The Victoria Harbour wastewater treatment plant is currently operating at maximum capacity under our current Environmental Certificate of Approval with the Ministry of the Environment, Conservation and Parks, and as a result Tay Township is not permitted to allow the building of any new or additional dwelling units in Victoria Harbour, and westward to, but not including, Triple Bay Road until additional capacity is brought online. Please note this only applies to properties which are connected to or are required to connect to municipal wastewater services, it does not apply to those who are on private septic systems outside of the wastewater collection service area. General Information on Building
In response to this common question, the Township of Tay cannot confirm whether a lot is “buildable”. However, we can assist in providing information regarding zoning, septic servicing requirements and Ontario Building Code compliance to provide the basis of information for which a home owner or prospective purchaser is to satisfy.
It is important to consult with the Planning Technician with regard to the requirements of the Zoning By-law (permitted use, setbacks, lot coverage, height, etc.) when you are thinking about building on your property. Our Zoning By-law and permit information can be found by clicking the buttons below.
The property must be capable of being serviced by an onsite sewage system. This includes (but is not limited to) ensuring all minimum clearance distances are met.
Once this is approved, your builder/contractor is to submit required drawings in accordance with the Ontario Building Code and the Township’s Building By-law and approvals with any other applicable law as required at the time of building permit submission.
Building permit applications are now being accepted and paid for online through Cloudpermit. Please see the procedures below to ensure you submit a complete application.

How To Apply Online:
All permit types can be applied for and be paid online.
If you are new to the system you will need to create an account. A first time user will need to create an account with Cloudpermit. If you have an account, log in. Once registered, you can apply for building permits and track their progress online.
Steps for Successful Submission:

Once you log in, select "Create New Application".

Create a name for your project.

Find your address using the map, if you cannot find it by typing the address you can scroll through the map or enter it manually. If entering manually, please ensure you have correct information. Vacant land may not have an assigned address.

Select the Building Permit Icon, then select the type of permit you would like to create (i.e. Residential Building - New Single Family Dwelling). Please note, Retaining Walls and Woodstoves can be found under the miscellaneous section.

Follow the steps to submit the required documentation. Please be advised, each permit type requires a separate permit (i.e. Dwelling, accessory structure and new septic all require separate permits and can not be combined under one).
- You will be contacted by email and direct message through Cloudpermit if there is outstanding information related to your application or if our Team have questions. If you are unable to click submit, you are likely missing documentation.
